Why are there two different crime figures?

The Crime Survey for England and Wales asks households about crimes they experienced, whether or not they reported them, so it captures crime the police never hear about. Police recorded crime counts offences reported to and recorded by the police. The survey is better for long-term trends in common crimes; police figures are better for rarer, serious crimes such as homicide and knife crime.

Does this include Scotland and Northern Ireland?

No. These ONS figures cover England and Wales only. Scotland and Northern Ireland record and publish crime separately, through the Scottish Government’s Recorded Crime in Scotland statistics and the Police Service of Northern Ireland’s recorded crime bulletins, and their figures are not directly comparable with England and Wales.
